The scope of work includes disconnection of all utilities (electrical panels, gas lines, waterlines, and sewer lines), removal of underground utility conduits with capping at the property line, construction of permanent site security fencing adjacent to the Administration Building, and disposal of all furnishings, fixtures, universal waste, and miscellaneous trash within the structures. A mandatory pre-bid meeting and site visit is required on July 22, 2026 at 10:00 a.m. at the project location; failure to attend renders a bid non-responsive. Sealed bid proposals must be received by August 4, 2026 at 3:30 p.m., submitted to Jessica Sandifer, Deputy Parks and Recreation Director at 323 Science Drive, Moorpark, CA 93021. The contract award is anticipated within thirty days after bid opening and will be made to the lowest responsible, responsive bidder. The project completion timeline is 21 calendar days, with liquidated damages of $250 per day assessed for delays beyond the completion date.
Bidders must hold a valid California Class A or Class B Contractor's License continuously for the last five years and must be registered with the California Department of Industrial Relations pursuant to SB 854. This is a prevailing wage project requiring certified payroll submission and compliance with all California Labor Code apprenticeship requirements, with violations resulting in $100 per day per worker fines. A bid bond of not less than ten percent of the total bid amount is required, along with a 100% Payment and Performance bond. Contractors must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000, and Workers' Compensation at statutory limits. A Construction and Demolition Materials Management Plan requiring 65% diversion from landfills is mandatory, with a security deposit of up to 3% of project valuation required. The asbestos report confirms the property tested negative for asbestos-containing materials, allowing all waste to be disposed of as normal construction waste. Contractors are responsible for all permitting costs including traffic control plans, Caltrans encroachment permits for work affecting State Route 23, and building permits, though the City will issue the building permit at no cost to the contractor.

Or Contractors may self-haul waste to a city authorized certified C&D processing facility. Contractor shall maintain adequate records of services provided in sufficient detail to permit an evaluation of services. Should conflict of interest principles preclude a single legal counsel from representing both City and Contractor, or should City otherwise find Contractor’s legal counsel unacceptable, then Contractor shall reimburse the City its costs of defense, including without limitation reasonable legal counsel’s fees, expert fees and all other costs and fees of litigation. The Contractor shall promptly pay any final judgment rendered against the City (and its officers, officials, employees and volunteers) with respect to claims determined by a trier of fact to have been the result of the Contractor’s negligent, reckless or wrongful performance. It is expressly understood and agreed that the foregoing provisions are intended to be as broad and inclusive as is permitted by the law of the state of California and will survive termination of this Agreement.
Contractor obligations under this section apply regardless of whether or not such claim, charge, damage, demand, action, proceeding, loss, stop notice, cost, expense, judgment, civil fine or penalty, or liability was caused in part or contributed to by an Indemnitee.
