About this opportunity
The City of Johnstown, located in New York State, is seeking sealed bids for a comprehensive demolition project involving two properties at 2-10 S. Perry Street and 7 N. Melcher Street. The procurement is structured as a lump sum bid for complete demolition and removal of existing structures, with work to be completed no later than August 31, 2025. Bidders must possess an Asbestos Handling License and provide a licensed asbestos supervisor and project designer. Contractors are required to comply with New York State Department of Labor Code Rule 56 for asbestos projects and ensure no damage to adjacent structures during demolition. The bid specifications mandate careful structural removal of buildings previously assessed as being in poor condition, with significant structural damage and potential collapse risks. Sealed bids will be received at the Johnstown City Clerk's Office until 11:00 a.m. on April 16, 2025, with a public bid opening scheduled for the same date and time in the City of Johnstown conference room. Prospective bidders can obtain specifications and bid forms at City Hall between 8:00 a.m. and 3:00 p.m., Monday through Friday.
The contract opportunity has no specific set-aside designations for disadvantaged enterprises, with zero percent goals for minority-owned, women-owned, service-disabled veteran-owned, and disadvantaged businesses. Previous similar contracts were performed by Dan's Hauling & Demolition and Dan's Excavation Services, though these are noted as separate entities. The bid tabulation shows proposal amounts ranging from $218,000 to $352,300, with the City reserving the right to award the contract to the lowest responsible bidder or reject all submissions. The properties involved were recently acquired by the City of Johnstown, with assessed values of $95,000 for the Perry Street location and $60,000 for the Melcher Street property. An addendum to the bid packet provides additional details about site disposal, specifying a $25 per ton rate for friable materials and requirements for foundation backfilling with clean material. Site visits can be scheduled with the City Engineer's office, though they are not mandatory. The total project budget appears to be approximately $218,000, based on the lowest bid received from D&S Excavation.
