About this opportunity

The Commonwealth of Pennsylvania's Department of Conservation and Natural Resources, specifically Bald Eagle State Forest (Forest District 7), is seeking services to deliver, paver-place, and roll approximately 9,000 tons of Driving Surface Aggregate (DSA) along a 4.6-mile section of Stover Gap Road in Centre County. The project covers the road section from the Pine Creek Hollow Road intersection proceeding north to SR 192, spanning Haines and Miles Townships. Bidders must submit an electronic Invitation for Bid through the PA Supplier Portal, provide a DCNR-Bureau of Forestry DSA Certification Form verifying the surface material meets required criteria, and complete a Reciprocal Limitations Act form listing the state of manufacture for supplies. The work must be completed by August 30, 2018, with award determination based on the lowest total bid. Technical requirements include strict specifications for DSA material composition, including particle size distribution, LA Abrasion, Plasticity Index, pH, and moisture content. Bidders are responsible for obtaining necessary road use permits and associated bonds from relevant agencies.

The Department of Conservation and Natural Resources strongly encourages participation from vendors who qualify as Self-Certified Small Businesses, promoting the Commonwealth's Small Business Procurement Initiative. Interested vendors with a valid DGS Self-Certified Small Business Certificate are requested to attach it to their bid submission. The procurement opportunity does not specify a specific budget range or award value, but payment will be made upon satisfactory completion of the project based on actual services performed. Bidders must demonstrate compliance with nondiscrimination policies, contractor integrity requirements, and provide necessary background checks for personnel accessing Commonwealth facilities. The contract appears to be a one-time procurement with no mentions of incumbent vendors or existing infrastructure requirements. Additional preferences are given to bidders offering supplies produced, manufactured, mined, or grown in Pennsylvania, with a formal process for evaluating reciprocal limitations from other states.
