About this opportunity
The Delaware Department of Health and Social Services is soliciting proposals for the Delaware Quitline and related tobacco cessation services, with proposals due December 2, 2026. This is a statewide program delivering tobacco cessation counseling and FDA-approved pharmaceutical aids to eligible smokers across Delaware.
The scope encompasses a toll-free cessation hotline (1-866-409-1858) offering phone and in-person counseling delivered by trained healthcare professionals, plus a pharmaceutical program providing FDA-approved prescription cessation medications and nonprescription nicotine-replacement therapy including patches, gum, and lozenges. Eligible participants may receive up to eight weeks of cessation products. The contractor must staff the hotline throughout Delaware and maintain the in-person counseling network statewide.
The program's objectives include preventing tobacco and emerging-product initiation; increasing quit attempts and successful quits among current users; eliminating secondhand smoke exposure; decreasing social acceptability of tobacco and e-cigarettes; and strengthening Delaware's comprehensive tobacco prevention and control leadership. In Delaware, an estimated 1,400 tobacco-related deaths occur annually, with approximately $618 million in associated medical expenses and lost productivity.
No estimated contract value, contract term, incumbent contractor, evaluation criteria, pre-bid meeting, or questions-due date is specified in the source material.
