About this opportunity
The State of Delaware Division of Public Health is requesting proposals for health programs and services under the Delaware Health Fund FY 2028, with proposals due September 15, 2026 at 1:00 PM EDT and questions due August 28, 2026. At minimum, 45 percent of funding must be directed to tobacco control, cessation, and cancer prevention and treatment programs in accordance with the FY 2027 Budget Act, a statutory funding constraint that filters eligible scope.
Proposals must address eight mandatory components in specified order: a one-page cover letter with total amount requested; a two-page statement of need using Delaware-specific data; a one-page Health Fund priority alignment statement; a four-page program description detailing goals, activities, implementation timeline, staffing, geographic reach, projected beneficiaries, and subcontractors; a two-page measurable outcomes and evaluation plan with three to five specific objectives; a two-page organizational capacity section; a three-page budget and narrative; and required certifications and attachments including IRS documentation, board list, audit results, and W-9 form. Awards will incorporate proposal measurable objectives verbatim into executed agreements. Selected organizations must submit expenditure and annual outcome reports on state-specified schedules, provide certified audits or equivalent financial statements, and participate in Division monitoring including desk reviews and site visits.
The contract term is one year, July 1, 2027 through June 30, 2028, contingent upon General Assembly appropriation in the FY 2028 Appropriations Act (anticipated Spring 2027). No renewal rights exist; continued FY 2029 funding requires responding to the subsequent annual RFP. Funding derives principally from the State's annual Tobacco Master Settlement Agreement payments, plus interest earnings and reserves, with annually declining revenue streams requiring sustainability plans.
Evaluation criteria are Statement of Need (15 points), Alignment with Health Fund Priorities (25 points), Program Design and Feasibility (20 points), Measurable Outcomes and Evaluation Plan (20 points), Organizational Capacity and Past Performance (10 points), and Budget Reasonableness and Sustainability (10 points). The State reserves the right to reject any or all proposals, cancel the solicitation, or award to multiple vendors and does not obligate itself to the lowest-priced or highest-scoring proposal. Vendors must demonstrate prior experience managing programs and grant funds of similar scope and must provide proof of Delaware business licensure or application initiation and proof of insurance with $1,000,000 per occurrence/$3,000,000 aggregate Commercial General Liability coverage. All proposals must attest that no non-public State of Delaware data will be stored or transferred outside the United States. A draft recommended list will be posted by October 15, 2026, with the Health Fund Advisory Committee reviewing recommendations at a public meeting on or before November 6, 2026, and a final recommended award list transmitted by November 13, 2026.
