About this opportunity
Washington County Health and Human Services Behavioral Health Addictions Program is requesting proposals for a single qualified provider to deliver peer-delivered substance use disorder services to the Washington County Deflection Program, with proposals due October 16, 2026 at 2:00 p.m. and a pre-proposal conference on October 2, 2026 at 3:00 p.m. via Microsoft Teams.
This is a sole-source procurement. Mandatory qualifications include minimum two years of experience delivering peer-delivered SUD services for the Washington County Deflection Program, at least two full-time peer case managers available immediately upon contract execution, and one bilingual Spanish-speaking case manager or outreach peer. Prospective providers and key personnel must meet background eligibility requirements and cannot have convictions for child molestation, sexual abuse, or related offenses.
Required services span peer case management, Spanish-speaking outreach and case management, and supervisory oversight. Proposers must carry General Liability ($500,000), Workers' Compensation, Automobile Liability ($1,000,000/$2,000,000), Professional Liability ($1,000,000/$3,000,000), Cyber-Security Insurance, and Sexual Abuse & Molestation Liability ($3,000,000).
The contract term runs July 1, 2027 through June 30, 2032 (five years total), with an initial one-year contract term and the option to renew for up to five years. Contract amount is not specified; funding is based on services provided, utilization, and negotiated budget. The program uses nationally recognized deflection pathways to reduce criminal justice involvement by redirecting individuals to community-based treatment and recovery supports.
Evaluation is structured in two phases: Phase 1 applies yes/no screening questions and seven scored criteria (oversight, data/reporting responsibility, staffing coverage, community-based services, multi-system collaboration, contingency management, and Spanish-language services), each worth 10 points (70 points total). Phase 2 may include interviews worth up to 50 points. Questions are due October 9, 2026. Anticipated award is October 30, 2026, subject to County Board approval. Electronic submission is required through the County's Procurement Portal.
