About this opportunity
The State of Illinois Chief Procurement Office for General Services is soliciting bids for Defense Technology Less Lethal & Chemical Munitions, with proposals due June 3, 2026.
Vendors must satisfy 34 distinct certification requirements established in the Standard Illinois Certifications document, including criminal background standards, tax compliance, drug-free workplace provisions, environmental compliance, anti-competitive practices prevention, labor standards, non-discrimination requirements, Illinois Use Tax remittance, domestic product procurement preferences, cybersecurity clearance, and prohibition of forced labor in foreign-made supplies. Compliance is mandatory upon contract execution and must be maintained throughout the contract term; for contracts exceeding one year, annual recertification is required by January 1 of each fiscal year. All subcontractors must be bound by these same certifications. False certifications or non-compliance expose vendors to contract voidance, suspension, debarment, denial of payment, civil fines, and criminal penalties.
Prevailing wage compliance applies where applicable. Vendors awarded contracts valued at $1,000 or more must pay a $15 fee supporting the Minority Contractor Initiative. The State retains sole and exclusive ownership of all work product and intellectual property. Vendors must carry $1,000,000 in general commercial liability, $1,000,000 in auto liability, and workers' compensation insurance as required by law. The State may conduct background checks at its own expense and may terminate for cause immediately or for convenience with thirty days' notice.
All records must be retained for three years (five years if federal funds are used). The contract is subject to availability of appropriations and Illinois law. Claims are filed exclusively with the Illinois Court of Claims; the State does not waive sovereign immunity. The State Prompt Payment Act governs payment, with late payment charges as the vendor's sole remedy and no reimbursement of pre-execution expenses.
