About this opportunity

The Missouri Department of Conservation is soliciting competitive bids for maintenance services at Deer Ridge Conservation Area in Lewis County through an Invitation for Bid (IFB) process. The procurement encompasses three distinct service lines: mowing, trimming, and trash removal at the Horse Camp, Lake Area, and Shooting Range (14 occurrences); mowing, trimming, and trash removal at Fox Campground and Levengood Campground (7 occurrences); and restroom cleaning services (8 occurrences monthly). Services are scheduled to commence April 1, 2026, and conclude November 30, 2026, with mowing operations limited to no more than twice monthly at certain locations and once monthly at others, maintaining a minimum four-inch grass height and five-foot trimming radius around designated areas. Restroom cleaning shall occur monthly throughout the service period. Bids are due March 19, 2026, at 2:00 PM Central Time and may be submitted via MissouriBUYS or mail, with site tours available upon request by contacting Alex Bross at 573-248-2530. The contract will be awarded to the lowest and best bid meeting all mandatory requirements, with the Department retaining the option to renew for two additional one-year periods under identical terms and conditions. All pricing must be firm and fixed, encompassing fuel, equipment, materials, labor, and supplies, with contractors required to submit pricing for all three line items including renewal pricing options.

Contractors must demonstrate compliance with multiple statutory and regulatory requirements, including Missouri tax compliance via a "Vendor No Tax Due" certificate from the Missouri Department of Revenue, current registration with the Missouri Secretary of State, and E-Verify work authorization compliance for applicable business entities. The procurement includes mandatory participation requirements for disadvantaged enterprises: a minimum of two percent or $5,000 of total contract value must be allocated to Organizations for the Blind and Sheltered Workshops participation, with five to fifteen bonus points available for exceeding this threshold, and a minimum of three percent participation by Service-Disabled Veteran Business Enterprises is required. Missouri business preference will be applied when quality is equal or better and delivered price is the same or less. All contractors must be registered in MissouriBUYS powered by MOVERS to be considered for award, and invoices will be paid within thirty calendar days of receipt. The procurement documents do not specify an estimated contract value or budget range; interested contractors should reference the IFB document for detailed pricing structures and complete terms and conditions.
