About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a manufacturer to design and install playground equipment for the Deer Creek Adventure Play Trail project located in Fairfield County. The procurement aims to enhance user experiences for day use and overnight visitors by creating a large destination space that blends adventure play and nature exploration. Specific deliverables include a main play structure, small to medium play structures, an end trailhead play structure, and an observation platform. The playground equipment must be wood-based, utilize nature-inspired colors, comply with ASTM F1487 and CPSC safety standards, and include a minimum 10-year warranty for non-moving components. Proposals will be evaluated using a technical scoring system with a maximum of 800 points (650 for technical requirements and 150 for cost), with preferences for Buy American, Buy Ohio, and Veteran-Friendly Business initiatives. An optional online pre-bid meeting is scheduled for September 3rd, with proposals due by September 12, 2025. The project is scheduled to commence on November 17, 2025, with completion required by October 2, 2026.

The contract opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, though it does provide additional scoring considerations for veteran-friendly and Ohio-based businesses. The total project budget is $1,700,000, with funds allocated as $700,000 for the main play structure, $700,000 for the observation platform, and $300,000 for small to medium play structures. Contractors must complete an Affirmation and Disclosure Form addressing offshore services and data location restrictions, ensuring compliance with Executive Orders prohibiting offshore services and purchasing from Russian institutions. The playground equipment must be designed for multiple age groups and meet ADA guidelines, with each play area required to feature a deer-themed image. Potential contractors will need to demonstrate expertise in playground design, nature-integrated recreational spaces, and compliance with state and federal safety standards. The project emphasizes creating an immersive outdoor experience that blends recreational infrastructure with the natural landscape of Deer Creek State Park.
