About this opportunity

Collier County's Board of County Commissioners Procurement Services Division has issued Invitation to Bid (ITB) No. 24-8307 for Deep Injection Well System Preventative Maintenance and Repairs, seeking qualified vendors to inspect, maintain, and repair the county landfill's Deep Injection Well (DIW) and Master Leachate Pump Station (MLPS) system. The solicitation requires comprehensive maintenance services for a leachate management infrastructure operating 24/7/365, with vendors responsible for detailed inspection reports, urgent work response, and compliance with safety and regulatory standards. A mandatory pre-bid meeting is scheduled for January 9, 2024, at 10:00 AM EST at the Collier County Landfill, with final bids due on January 28, 2025, at 3:00 PM EST. Vendors must provide labor for a Supervisor, Service Technician, and Helper, with specific hourly allocations and markup limitations for parts, materials, and subcontractor work. Evaluation criteria will focus on vendor performance history, technical capability, safety standards, and adherence to comprehensive documentation requirements including E-Verify enrollment, Florida Department of State corporate registration, and insurance compliance.

The contract allows potential participation from various business types, with no specific set-aside designations mentioned, though vendors must meet rigorous qualification standards. The three-year contract includes two potential one-year renewal options and may be partially funded through FEMA, requiring compliance with federal grant provisions and assurances. Anticipated annual spending is approximately $55,000, with potential increases due to aging equipment and county growth, and the opportunity allows for multiple contractors to be awarded. The county reserves the right to select primary, secondary, and tertiary awardees, with competitive bidding for repair projects exceeding $200,000. Insurance requirements are comprehensive, mandating coverage including Worker's Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability, with specific bonding requirements for projects over $200,000. Vendors must provide certificates of insurance within five days of award notification and name Collier County as an additional insured, ensuring substantial financial and operational protections for the county.
