About this opportunity
The California Department of Public Health (CDPH), specifically the Office of Youth Tobacco Enforcement, is soliciting bids for a Decoy Recruitment for Tobacco Enforcement contract (IFB 25-10008) to support statewide tobacco compliance checks. The primary objective is to recruit, screen, and manage 400-600 decoy volunteers aged 15-20 years who will conduct approximately 27,000 underage tobacco purchase compliance checks throughout California from July 1, 2025, through June 30, 2028. Bidders must demonstrate expertise in recruiting and maintaining decoy operatives, coordinating with government agencies, performing outreach and presentations, and maintaining confidential files. Key deliverables include developing comprehensive recruitment strategies, distributing recruitment materials, conducting presentations, and providing compensation to decoys participating in compliance checks. The proposal deadline is May 6, 2025, at 3 PM PT, with bid opening scheduled for May 7, 2025, at 10 AM PT, and an anticipated contract start date of July 1, 2025, contingent upon Department of General Services approval.
The solicitation requires a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation, which applies to all bidders, including out-of-state firms. This requirement ensures opportunities for veteran-owned businesses in the procurement process. The total contract budget is set at $2,500,000, with any bids exceeding this amount automatically deemed non-responsive. Bidders must provide fully burdened rates that comprehensively cover operating expenses, labor, equipment costs, supplies, overhead, annual inflation adjustments, profit margin, taxes, and shipping. The procurement is structured as a deliverables-based agreement aligned with State Contracting Manual Volume 1, Section 7.30, emphasizing the importance of precise cost proposal documentation. Failure to properly sign the cost proposal may result in the bid being considered non-responsive, underscoring the critical nature of accurate and complete submission.
Opportunity text
The California Department of Public Health, Office of Youth Tobacco Enforcement, is soliciting bids from qualified bidders to provide decoy volunteers, between 15-20 years of age, to work with the Office of Youth Tobacco Enforcement to perform underage tobacco buys throughout the State to enforce both State and Federal tobacco laws. The Office of Youth Tobacco Enforcement is a law enforcement agency that is the primary agency in California responsible for enforcing the STAKE Act (CA BPC 22950-22964). The STAKE Act attempts to prevent tobacco products from being sold to anyone under 21 years of age through conducting underage-age tobacco buys at retailers selling tobacco products. The contractor shall be responsible to initiate the development and maintenance of a decoy recruitment program covering the Statewide Contract Recruiting Area and recruit a minimum of active and available 400-600 decoys between the ages of 15-20 years old to support roughly 27,000 ongoing statewide tobacco compliance checks over the contract term from July 1, 2025, or upon DGS approval, whichever is later, through June 30, 2028. This contract may be contingent upon the availability of funding.
