About this file
This is a Cost Worksheet (Exhibit B-1) for California Department of Public Health (CDPH) Solicitation for Invitation for Bid (IFB) 25-10008, which appears to involve decoy check services. The document indicates an estimated potential volume of 27,000 decoy checks, with a total contract allocation of $2,500,000.00. The procurement is structured as a deliverables-based agreement, as specified in Section C of the solicitation and aligned with State Contracting Manual Volume 1, Section 7.30.
The cost worksheet outlines critical pricing parameters, requiring fully burdened rates that comprehensively cover operating expenses, labor, equipment costs, supplies, overhead, annual inflation adjustments, profit margin, taxes, and shipping. Proposals exceeding the $2,500,000.00 allocation will be considered non-responsive and automatically disqualified. The document emphasizes that failure to properly sign the cost proposal may result in the bid being deemed non-responsive, underscoring the importance of complete and accurate submission of pricing documentation.
