About this opportunity
Jefferson County, Colorado is requesting proposals for debris removal and hauling services to address storm, disaster, or other emergency events affecting the county and municipalities within Jefferson County, with proposals due August 25, 2026. The procurement will extend to multiple Colorado municipalities and agencies including the Cities of Arvada, Golden, Lakewood, Westminster, Wheat Ridge, Brighton, and Longmont, as well as the Colorado Department of Transportation and various water districts.
Services include emergency road clearance, eligible debris removal from public rights-of-way, private property demolition, hazardous tree and limb removal, household hazardous waste removal, abandoned vehicle removal, white goods disposal, e-waste removal, animal carcass recovery, and debris management site operations. Contractors must submit a lump sum price proposal for hauling and disposing of 36,470 cubic yards and a detailed Unit Cost Fee Rate Schedule compliant with FEMA billing requirements.
Minimum qualifications include three years of experience in similar services, active registration with the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI), and no current debarment or exclusions from federal funds. Contractors must meet specified insurance requirements with Jefferson County named as an Additional Insured and comply with all federal, state, and local laws, including FEMA contract requirements and documentation standards.
The contract will be awarded for an initial three-year term with the option for four additional one-year renewals. Current funding is from Jefferson County; future emergency incidents may utilize State or Federal funds including FEMA and CDBG-DR sources. Performance is estimated to commence October 2026. Evaluation criteria include firm stability, project history, personnel qualifications, scope of work approach, proposed solutions, quality and completeness of proposals, cost proposals, and references, with selection made on most advantageous response rather than lowest price alone. Questions are due July 30, 2026 at 10:00 AM; an estimated addendum will post August 6, 2026.
