About this opportunity
Gaston College is seeking a single prime contractor for the De-Escalation Training Center construction project located in Gastonia, North Carolina. The procurement involves minor renovations to an existing classroom building, including new power and data infrastructure, conduit installation, site improvements, and parking lot construction. Specific deliverables include grading a new building pad, installing underground conduit, implementing a dry hydrant stub, repairing ditches, and coordinating utility connections with City of Gastonia Electric. The project requires an electrical subcontractor to terminate feeds for a vendor-provided modular building. A mandatory pre-bid meeting is scheduled for November 24, 2025, at 2:00 PM at the Firearms Training Center, with sealed proposals due on December 18, 2025, at 2:00 PM. The contract stipulates a 120-consecutive calendar day construction timeline with liquidated damages of $500 per day for non-completion, and bids must include a 5% bid deposit or bid bond.
The procurement includes specific requirements for minority business participation, with a 10% HUB/minority business participation goal. Bidders must submit either Affidavite A (Good Faith Efforts) or Affidavite B (Intent to Perform with Own Workforce) for bids exceeding $100,000. Contractors must possess proper licensing under North Carolina General Statutes Chapter 87, Article 1, and comply with E-Verification requirements. Work hours are restricted to 7:00 AM to 6:00 PM, with required coordination around college scheduling, particularly firearms training days. Performance and payment bonds for 100% of the contract price will be required, with payment processed at 95% of monthly estimates and final payment made within 45 days of project completion. While a specific budget range is not disclosed, the comprehensive scope and requirements suggest a significant infrastructure investment for the county's training facility. The owner reserves the right to reject any or all bids and waive informalities in the bidding process.
