About this opportunity
The Indiana Family and Social Services Administration / Disability Determination Bureau (DDB) is requesting proposals for medical consultation services from fully trained and licensed MDs/DOs to conduct digital and paper claim reviews for Social Security Disability Insurance (SSDI) and Supplemental Security Income Disability (SSID) claims under RFP 26-87343, with proposals due August 26, 2026 at 3:00 PM Eastern Time and a pre-proposal conference held July 30, 2026 at 9:30 AM. Indiana Veteran Owned Small Business (IVOSB) enterprises are encouraged with a 3% subcontracting goal and potential bonus points for exceeding this threshold.
Respondents must hold unrestricted, non-probationary medical licenses in Indiana maintained throughout the contract term and commit to a minimum of three separate days per week with at least four hours per day. Services are performed at DDB offices located at 2525 N. Shadeland Avenue, Indianapolis, Indiana, or at approved remote locations using SSA-provided equipment and secured VPN access. Medical consultants must complete all case reviews within forty-eight hours of receipt and maintain 95% accuracy on case reviews as determined by Social Security Administration evaluations. Consultants must specialize in reviewing all adult and child body systems except mental health cases and demonstrate proficiency with Disability Claims Processing System (DCPS), IMAGEN, and eView. Evaluators without prior SSDI/SSI experience must complete in-person training with an estimated initial onboarding period of up to six months.
The contract term is four years from execution with two optional one-year renewal periods available at the state's discretion, for a potential total of six years. The annual caseload is estimated at 100,000 to 114,400 cases. Pricing is firm and fixed for the contract life, with vendors submitting per-case rates stratified by experience level (0–2 years, 3–4 years, 5+ years). Training is compensated at double the per-case rate at baseline hourly rates of $56, $66, and $76 respectively. Cost proposals are normalized against the lowest submitted cost and scored up to 30 points. Evaluation criteria total 91 points: Management Assessment/Quality (50 points), Cost (30 points), Buy Indiana Initiative preference (5 points), and IVOSB Subcontractor Commitment (5 points, plus potential 1 bonus point). Written questions are due August 5, 2026 at 3:00 PM Eastern Time, with state responses posted by August 12, 2026. Award recommendation is targeted for September 22, 2026. Respondents must register with the Indiana Secretary of State and Department of Administration Procurement Division prior to contract award.
