RFP 26-87343: Medical Consultation Services Summary
This is a Request for Proposal and Pre-Proposal Network Opportunities Form submitted by the Indiana Family and Social Services Administration's Disability Determination Bureau (DDB) seeking medical consultation services from fully trained and licensed MDs/DOs to conduct digital and paper claim reviews for Social Security Disability Insurance (SSDI) and Supplemental Security Income Disability (SSID) claims. The RFP requires medical consultants to provide policy-compliant advice and severity assessments for disability claims. Proposals are due August 26, 2026 at 3:00 PM Eastern Time, with a mandatory pre-proposal conference scheduled for July 30, 2026 at 9:30 AM. Written questions must be submitted by August 5, 2026 at 3:00 PM Eastern Time, with state responses posted by August 12, 2026. Award recommendation is targeted for September 22, 2026. The contract term is four years from execution with two optional one-year renewal periods available at the state's discretion, for a potential total of six years. Services are performed at DDB offices located at 2525 N. Shadeland Avenue, Indianapolis, Indiana, or at approved remote locations using SSA-provided equipment and secured VPN access.
Pricing is firm and fixed for the contract life, with vendors submitting per-case rates stratified by experience level (0-2 years, 3-4 years, 5+ years) at baseline hourly rates of $56, $66, and $76 respectively, with training compensated at double the per-case rate. The annual caseload is estimated at 100,000 to 114,400 cases. Cost proposals are normalized against the lowest submitted cost and scored up to 30 points. Total evaluation criteria are 91 points: Management Assessment/Quality (50 points), Cost (30 points), Buy Indiana Initiative preference (5 points), and IVOSB Subcontractor Commitment (5 points, plus potential 1 bonus point). Indiana Veteran Owned Small Business (IVOSB) enterprises are encouraged with a 3% subcontracting goal and potential bonus points for exceeding this threshold. Medical consultants must maintain unrestricted, non-probationary Indiana medical licenses throughout the contract term, commit to a minimum of three separate days per week with at least four hours per day, complete all case reviews within forty-eight hours of receipt, and maintain 95% accuracy on case reviews as determined by Social Security Administration evaluations.
