About this opportunity
The Washington Department of Commerce is requesting proposals to provide coordination, facilitation, and capacity-building support for the Developmental Disabilities Community Advocacy Coalition (DD-CAC) across Franklin, Grant, Grays Harbor, Chelan, and Yakima Counties, with proposals due July 30, 2026, at 4:59 p.m. Pacific Time. This is a single-contractor procurement. A virtual pre-proposal conference is scheduled for June 22, 2026, at 3:00 p.m. Pacific Time (attendance encouraged but not mandatory).
The scope encompasses membership support and expansion, coalition infrastructure and operational support, communication and engagement tools, leadership development, policy agenda development, and community action and advocacy support. The contractor must track and report on membership participation, engagement metrics, accessibility standards, leadership development progress, and action alert reach. Minimum qualifications require licensure to do business in Washington (or commitment to licensure within 30 days), at least five years of experience in the developmental disabilities community, at least five years hosting and facilitating coalitions or councils, and at least three years directing accessible in-person, online, and hybrid meeting spaces.
The maximum annual funding is $98,000 on a reimbursement basis for deliverables and allowable expenses. The estimated contract period runs from October 1, 2026, through September 30, 2028, with potential extension for three additional one-year periods through September 2031. Proposals exceeding the annual budget will be deemed non-responsive and not evaluated.
The evaluation assigns 80 percent weight to the Technical Proposal and 20 percent to the Management Proposal; the Cost Proposal is not scored. A 1 percent bonus is added to final scores for proposers certifying they do not require employees to sign individual arbitration clauses. A Diverse Business Inclusion Plan with aspirational participation goals for minority-owned, women-owned, veteran-owned, and small businesses is required. The contractor must obtain Commercial General Liability ($1,000,000 minimum), Cyber Liability ($1,000,000 minimum), and Professional Liability or Errors and Omissions Insurance ($1,000,000 minimum), with the state named as additional insured where applicable. Apparent Successful Grantee will be announced August 26, 2026, with contract negotiations running August 27 through September 10, 2026.
