About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Georgia Department of Community Supervision (DCS), is procuring Design Professional Services for Project No. DCS-016, a Day Reporting Center & Field Office to be located in Columbus, Georgia, in Muscogee County. The project requires the design of a new approximately 12,000 gross square foot field office with functionality, aesthetics, and sustainability as core design pillars, utilizing a Construction Manager-at-risk (CM/GC) project delivery method. Design Professional services are anticipated to commence in December 2025, with the design phase completing by March 2026, construction starting in March 2026, material completion in March 2027, and occupancy opening in May 2027. The RFQ follows a two-step selection process with Statements of Qualifications due by October 21, 2025 at 2:00 PM, finalist firms announced by October 28, 2025, a mandatory pre-proposal site visit scheduled for November 6, 2025 at 1:00 PM (to be held remotely as the site has not been finalized), a written questions deadline of November 12, 2025 at 2:00 PM, and formal interviews with the Selection Committee on November 18, 2025. Evaluation criteria include 25% firm stability (corporate history, growth, resources, litigation history, and financials), 45% project experience and team qualifications (demonstrated ability on comparable projects, principal and team member experience, and previous performance), and 30% approach and suitability (fit to project type, contract administration plan, design timeline, unique qualifications, and office proximity to project location). The Statement of Qualifications must not exceed 50 pages (excluding licenses and forms), be submitted electronically in PDF format to the GSFIC Egnyte FTP site, and include three required exhibits: a Certification Form, a Contractor Affidavit under O.C.G.A. 13-10-91(b)(1) regarding E-Verify compliance and immigration authorization, and a Disclosure Statement addressing potential conflicts of interest. The contract will be executed using the GSFIC Design Professional Contract Agreement without modification, and selected firms must use the Owner's Project Management Program (E-Builder) for contract administration.
The project encourages participation by minority-owned business enterprises (MBE), woman-owned business enterprises (WBE), and small business enterprises (SBE), and firms must be registered to do business in Georgia and not currently debarred, suspended, or in default on any public works contract. No incumbent vendors or current contractors are identified in the available documentation. The preliminary Stated Cost Limitation (SCL) for construction is estimated at $5,000,000, though this may be revised based on final programmatic requirements and funding availability. Based on the RFQ documentation, 2WR, Inc. (also identified as 2WR JMA Architects) has been identified as the highest-ranked firm selected for the subject project, indicating that the formal selection process has advanced from the initial qualifications phase.
