About this opportunity

The Virginia Department of Conservation and Recreation (DCR) is procuring the furnish and installation of a complete outboard marine engine system for a 21-foot Carolina Skiff with center console. The procurement requires one new four-stroke, 25-shaft 115 horsepower outboard motor (preferably Yamaha F115XB) along with associated components including a new throttle cable, fuel/water separator filter assembly, main wire harness, remote control assembly, hydraulic steering system, tachometer gauge, and speedometer gauge. The contractor must deliver the completed installation in a fully operational condition within 45 calendar days after receipt of order, or within the bidder's stated delivery timeframe if shorter. All materials and equipment must be guaranteed against defects in material and workmanship for two years following the date of delivery, with the contractor responsible for replacement or correction at no cost to the Commonwealth. Contractors must provide operations and maintenance manuals with wiring diagrams, parts lists, and warranty information, perform final inspection demonstrating full operational compliance, and maintain preventive maintenance and required testing during the warranty period. The bid submission deadline is May 26, 2026 at 2:00 PM, with bids remaining valid for 60 days from submission. The Commonwealth reserves the right to reject any or all bids and will make award on a Grand Total basis to the lowest responsive and responsible bidder.

The solicitation documents do not specify any set-aside designations or restrictions limiting organizational eligibility, nor do they identify incumbent vendors or current contractors. Contractors are responsible for all delivery arrangements, security, and storage, and must notify the designated agency representative 48 hours prior to delivery. The contract will result in one purchase order through the eVA system with applicable transaction fees assessed, and payment will be made Net 30 from the date of receipt of a valid invoice or completion of delivery, whichever is latest. Pricing shall be submitted as firm unit prices for each item during the contract period, with the bid price including all freight and installation charges with no additional costs permitted. The procurement documents do not provide a specified budget range or award value; however, interested contractors should carefully review all associated solicitation documents, including the Required General Terms and Conditions and Special Terms and Conditions, to ensure full compliance with Virginia's procurement regulations and DCR's specific operational requirements.
