The contractor must hold a Virginia State Board of Contractors Class B or higher license and ensure that any diving personnel hold required diving certification. The scope includes assessment of approximately 20 underwater marina cables and 6 fuel dock cables; immediate replacement of 4 identified underwater cables totaling approximately 1,000 linear feet of 5/8" stainless steel Type 316 cable; and additional cable repair and replacement identified after assessment. The contractor supplies all equipment, materials, labor, tools, and supervision. Pricing must be firm-fixed and all-inclusive for the first 365 days of the contract term, covering facility fees, travel, and fuel surcharges. After 365 days, price increases may be addressed upon request for additional cable replacements.

Award will be made on a grand total basis to the lowest responsive and responsible bidder. Vendors must register in eVA, submit a Small Business Subcontracting Plan, provide proof of current insurance, and furnish at least three references. Written questions are due by September 17, 2026, at 5:00 PM. Public bid opening is at 1:15 PM EST on September 22, 2026.
