About this file

This is an instructional guide document from the Virginia e-procurement system (eVA) on how to submit bids in response to an Invitation for Bid (IFB) solicitation. The guide provides step-by-step procedures for Virginia-based vendors responding to state procurement opportunities posted on the Virginia Business Opportunities (VBO) page. The document outlines the process beginning with reviewing opportunity details and attachments, proceeding through proposal submission on the eVA platform, and concluding with confirmation of bid submittal. Key procedural steps include accessing the opportunity through My Leads, thoroughly reviewing all RFx documents, completing the Response Information tab with required supplier documentation, inputting unit prices for line items either directly or through an Excel download option, validating the completed bid, and submitting the proposal. The guide emphasizes the importance of reading all documents thoroughly before submission and notes that vendors can save their progress and return to incomplete submissions at any time through the Sourcing and Manage RFx's functions.

The instructional guide does not contain pricing information, set-aside provisions, incumbent details, or funding source specifications, as it is a procedural document rather than a specific solicitation. The guide serves as a general reference tool for all vendors preparing to respond to IFB opportunities through the eVA system, regardless of contract value, scope, or award timeline. It includes a tip regarding the ability to save work in progress and instructions for accessing previously submitted bids or matched solicitations for future reference.
