The scope of work encompasses complete restoration of office and garage attics, including removal and disposal of existing insulation and animal droppings, disinfection, pest exclusion and sealing, electrical wiring inspection, baffling repair or replacement, and installation of eleven inches of PermaTherm Insulation R38 or agency-approved equivalent. All labor, materials, tools, equipment, insurance, and supervision must be provided by the contractor as a single, all-inclusive bid with no additional charges permitted. Prospective vendors must conduct a mandatory site visit by May 18, 2026, at 1:00 PM EST; submit written questions via email to Mary.Cook-Jones@dcr.virginia.gov no later than May 18, 2026, at 5:00 PM EST; and submit electronic bids by 10:00 AM EST on May 21, 2026. Required bid documentation includes a vendor data sheet, pricing schedule, proprietary information identification form, applicable licenses and certifications, signed specifications document, and any addendums. Contractors must maintain a Class B or higher Virginia contractor license, employ a certified licensed electrician on staff, provide an English-speaking site supervisor, and comply with all OSHA safety regulations. The work must be completed within five days of the start date (unless delayed by electrical wiring replacement) with final completion required by May 31, 2026, and all work invoiced immediately upon completion.

This solicitation is designated as a Small Business Priority Set Aside with a tiered award methodology favoring disadvantaged small business enterprises certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Award preference is given first to DSBSD-certified micro businesses with bids under $10,000, second to DSBSD-certified small businesses with bids not exceeding $100,000, and finally to the lowest responsive and responsible bidder of any size if the agency determines pricing is fair and reasonable. Vendor transaction fees apply at one percent capped at $500 for DSBSD-certified small businesses and one percent capped at $1,500 for non-certified businesses. No incumbent contractor information is provided in the solicitation documents. Payment will be made within thirty days of receipt of a valid invoice or completion of delivery, whichever occurs latest, and bids remain valid for sixty days. The Commonwealth reserves the right to negotiate with the lowest bidder, reject any or all bids, and delete items prior to award. While no specific budget range is disclosed, the set-aside structure and pricing caps indicate the anticipated project value falls under $100,000.
