About this opportunity

The Virginia Department of Conservation and Recreation (DCR) is soliciting contractors for tree planting labor and two years of post-planting establishment services at Lyndhurst Ponds Natural Area Preserve, with questions due by 2:00 p.m. on November 5, 2026 and responses due November 6, 2026. The source does not name a set-aside or preference program.

Work requires planting approximately 4,900 bare-root tree and shrub seedlings across 25.2 acres on a 15-foot by 15-foot grid, at a density of 200 trees per acre, during the fall 2026 planting season. Post-planting services cover two consecutive years of competition control and high-clearance row mowing. The attached riparian buffer plan, prepared with the Chesapeake Bay Foundation, permits removal of bird nets during the first three years if seedlings grow through or near the tops of their protective tubes. Project contacts are Tyler Urgo at DCR and Felicity Zimmerman at the Chesapeake Bay Foundation.

Contractors must register in the eVA portal and pay a transaction fee of 1 percent per order, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses. Required insurance includes statutory workers' compensation, employer's liability of $100,000, and commercial general liability of $1 million per occurrence and $2 million aggregate, with the Commonwealth named as additional insured. Subcontractors must be paid within seven days of the contractor's receipt of payment from the Commonwealth, and late payments accrue interest at 1 percent per month. Invoices are due within 30 days of delivery, pricing must be submitted in U.S. dollars, and the contract is governed by the Virginia Vendors Manual, with disputes heard in Virginia circuit court. Contractors must also provide evidence of Sexual Harassment Prevention and Workplace Civility training for all employees.
