About this opportunity

The Massachusetts Department of Conservation and Resources is requesting responses for wildlife control services across DCR properties statewide under a rolling enrollment process, with an initial deadline of August 31, 2026 at 11:00 a.m. The Commonwealth seeks to award up to three contractors and prioritizes Small Business Purchasing Program (SBPP) participants meeting best value criteria.

SBPP eligibility requires a principal place of business in Massachusetts, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less. All bidders must have been in business for at least ten years, hold valid Massachusetts trapping and Problem Animal Control licenses, and have completed an Amtrak contractor safety class or complete one within six months of contract execution.

The scope encompasses problem animal identification, trapping, removal, habitat modification, animal exclusion, odor removal, and decontamination across state parks, urban parks, water supply reservoirs, dams, roads, and other DCR infrastructure throughout Massachusetts. Bidders must provide references from at least five Massachusetts towns, with three beaver-trapping-related references; a written site assessment example; and proof of licenses. All bidders must participate in the Prompt Payment Discount program and Electronic Funds Transfer unless they document undue hardship.

The estimated contract value is $500,000 ($100,000 annually) over an initial three-year term with one two-year renewal option for a maximum five-year duration. Contract start is estimated October 1, 2026, with anticipated award notification September 14, 2026. The Commonwealth will evaluate proposals on Prompt Pay Discounts, pricing, availability, references, experience and qualifications, work examples, SBPP participation, and Environmental Preferred Products and Practices. Pricing may be renegotiated 30 days prior to the initial contract end date. Submissions are made through COMMBUYS and must include the completed Bidder Response Form, general liability insurance evidence, Prompt Payment Discount Form, Environmentally Preferable Products/Practices Form, and Business Reference Form.
