About this opportunity
The Commonwealth of Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) is requesting surveying proposals for an Approval Not Required (ANR) survey plan to subdivide approximately 3.6 acres of the Plymouth District Court property at 52 Obery Street in Plymouth, Massachusetts, with responses due August 14, 2026 at 3:00 p.m. EST. The survey work will facilitate disposition and housing development of a parcel currently held under the Anyplace Housing Authority.
The scope requires one preliminary ANR survey plan and one final ANR survey plan with CAD drawings and GIS shapefiles compatible with ArcGIS. Deliverables include building footprints, identification of public and private encroachments, utility easements, deed and plan research, completed ANR Form A, parcel descriptions for title review, and presentation to the Town of Plymouth with attendance at necessary meetings. The surveyor must identify a professional registered land surveyor and assigned staff, and all work must conform to 250 CMR Procedural and Technical Standards for the Practice of Land Surveying section 6.01 and use Massachusetts State Plane coordinates consistent with North American Datum of 1983 (NAD83). Optional alternate pricing covers recording the updated plan at the Registry of Deeds and installing boundary markers at parcel corners.
Proposals must address the summary of proposed services, methods to develop the survey plan, identification of assigned personnel, and total time and costs, with cost estimates binding for at least 60 days. The Commonwealth is not obligated to select the lowest-cost proposal if another response better satisfies overall requirements. Responses are submitted through CommBuys. The estimated contract award date is August 20, 2026. Contact: Tayler Morris, Assistant Project Manager, Office of Real Estate Management, 617-821-4426 or tayler.morris@mass.gov.
