About this opportunity

The Darby Creek Joint Authority (DCJA) is seeking proposals for Right of Way Mowing services across multiple municipalities in Delaware County, Pennsylvania, with a specific focus on maintaining sewer trunk line interceptors. The contract requires two complete mowing cycles per year - one in July and another in November - covering areas along Darby Creek, Hermesprota Creek, Cobbs Creek, and Upper Scud interceptor lines. Contractors must perform mowing services within a 15-foot wide corridor adjacent to specified manholes, cutting vegetation to a 6-inch height and removing all litter and debris, including grass, weeds, vines, and saplings up to 2 inches in diameter. Bids will be received online through the PennBid Program until 10:00 AM EST on September 10, 2025, with a public bid opening during the Authority's meeting on September 18, 2025. The contract period spans January 1, 2026 to December 31, 2026, with potential optional renewals through 2028. Bidders are required to submit a certified check or bid bond for 10% of their total bid and must comply with Pennsylvania Prevailing Wage Rates and various insurance requirements.

The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but does require contractors to use the federal E-Verify program for employment eligibility verification. Successful bidders must provide performance and payment bonds covering 100% of the contract price and a one-year maintenance bond for 10% of the contract price. The PennBid Program will charge the winning contractor a fee of 1/3% of the contract award value, with a minimum fee of $150 and a maximum of $6,000. While specific budget ranges are not explicitly stated, the comprehensive nature of the mowing requirements and the multi-year contract potential suggest a substantial municipal infrastructure maintenance project. Contractors will need to demonstrate capability in vegetation management, compliance with municipal regulations, and ability to work across multiple jurisdictions including Darby Township, Sharon Hill Borough, Collingdale Borough, Folcroft Borough, Colwyn Borough, and Upper Darby Township.
