About this opportunity
The State of Illinois is soliciting a one-year contract for training munitions supply to Special Operations Command (SOCOM), with proposals due October 15, 2026.
All munitions must comply with military specifications and safety protocols. The contract involves unit-cost pricing for various munitions types and quantities, with volume discounts available based on ordering patterns. Delivery schedules are coordinated to maintain adequate inventory levels for SOCOM training operations. Funding is sourced through Department of Defense appropriations allocated to SOCOM for training and operational readiness.
The contract term is one year with potential renewal options based on performance and continued operational requirements. The State of Illinois Standard Terms and Conditions (Version 23.2) govern the engagement. Vendors awarded contracts of $1,000 or more must pay a $15 Minority Contractor Initiative fee deductible from the first check. Prevailing wage compliance is mandatory for applicable service categories, with rates maintained by the Illinois Department of Labor. Vendors must maintain General Commercial Liability insurance of $1 million per occurrence / $2 million aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation Insurance as required by law. The state retains exclusive ownership of all work products and intellectual property developed under the contract. Vendors must retain books and records for three years from final payment (five years if federal funds are used).
The contract may include set-asides for small businesses or other designated contractors. Payment terms are contingent upon delivery and acceptance of products meeting established military standards and comply with the State Prompt Payment Act and rules (30 ILCS 540; 74 Ill. Adm. Code 900). The state reserves the right to terminate for convenience with thirty days' notice or immediately for cause, including jeopardy to health or safety, contingent upon appropriation availability.
