About this opportunity
The Illinois State Police is soliciting bids for three portable covert surveillance systems (DCI Drop Car Video Systems) with proposals due October 13, 2026, under B-54405. This is a turnkey video-system procurement with delivery required within 45 days of the last dated contract signature to the DCI Fiscal office in Springfield.
Vendors must comply with Illinois Standard Certifications v26.2, which imposes 34 distinct eligibility and operational requirements including financial compliance, non-delinquency on state debt, absence of disqualifying felony convictions, environmental and tax regulation adherence, equal employment opportunity policies, cybersecurity compliance, and forced-labor prohibitions. For contracts exceeding one year, vendors must recertify annually by January 1. Subcontracting is not permitted. Contracts must comply with Section 889 of the John S. McCain National Defense Authorization Act regarding telecommunications equipment.
Each system comprises four internet-protocol video cameras (primary long-range pan-tilt-zoom, compact wide-angle observation, and two covert pinhole designs), custom covert mounting enclosures, video management software with perpetual licensing, ruggedized Windows-based recording hardware with minimum 4-terabyte solid-state drive storage, industrial-grade 5G cellular modem/router functionality, four lithium iron phosphate battery packs totaling minimum 10 kilowatt-hour capacity, and four independent battery chargers. All components must be modular, portable by one person, and deployable within 30 minutes without permanent vehicle modification.
The estimated contract price will be entered by the State prior to execution. The vendor must provide a minimum one-year manufacturer warranty commencing on delivery, with 24/7 technical support, one-business-day response times, and 48-hour component replacement for defects. General commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required are mandatory. Delivery is Monday through Friday, 9:00 a.m. to 3:00 p.m., excluding state holidays, to 801 South 7th Street, Springfield, Illinois 62703. The maximum total contract term does not exceed ten years.
