About this opportunity

The Commonwealth of Massachusetts Executive Office of Health and Human Services is requesting quotes for moving and relocation services for the Department of Children and Families Springfield office move from 112 Industry Avenue to 88 Industry Avenue, with quotes due August 31, 2026 at 5:00 p.m. and a mandatory vendor site visit on August 26 at 1:00 p.m. The move must be completed within two days on September 10 and 11, 2026, between 8:00 a.m. and 4:00 p.m. Massachusetts prevailing wage rates apply — wages range from $49.89 to $59.83 per hour in total compensation across positions including moving helper, installer, packer/crater, and drivers. Contractors must submit weekly payroll reports and comply with Massachusetts General Laws Chapter 149, Sections 26 to 27H; failure to pay prevailing wages carries civil and criminal penalties.

The scope includes office relocation inventory (95 computers with monitors, 10 desks, 95 rolling chairs, 40 vertical file cabinets, 65 plastic storage bins, 60 car seats, 32 Pack N Play units, and additional equipment detailed in Addendum A) and surplus removal (30 desks, 60 rolling chairs, 50 vertical file cabinets, 30 whiteboards, and other items in Addendum B). Crate and material delivery to the origin address is required by September 1, 2026. Broom sweep services at the origin address are required by 4:00 p.m. upon completion of surplus removal. The Commonwealth is self-insured and does not require bidders to provide additional insurance; vendors are responsible for obtaining all necessary permits.

Bidders must submit quotes via COMMBUYS on a "not to exceed" basis with detailed breakdowns including prevailing wage sheets, travel time, vehicle specifications, moving supplies, and miscellaneous costs such as permits and disposal fees. Bids are evaluated on cost breakdown by move day, junk removal, broom sweep services, and labor. Quotes are considered final. EOHHS reserves the right to amend scope with the awarded bidder prior to the move date, with expectation of good-faith negotiation by the awardee.
