About this opportunity
The District of Columbia Department of General Services is soliciting bids under IFB DCAM-27-NC-IFB-0008 for turnkey district-wide elevator and conveyance inspection, testing, maintenance, and break/fix services, with bids due October 27, 2026. Bidders must be qualified District-licensed elevator contractors. Non-Certified Business Enterprise (CBE) bidders must submit subcontracting plans, and contracts exceeding $250,000 require at least 35% subcontracting to CBE firms; CBE primes must self-perform 50% and subcontract 35% of the remainder to SBE or CBE subcontractors.
The solicitation is divided into four aggregate award groups: Group A covers 182 elevator units at District of Columbia Public Schools facilities, Group B covers 69 installations at other municipal facilities including the Metropolitan Police Department, Fire and Emergency Medical Services, and Department of Youth Rehabilitation Services, Group C covers 22 units at Department of Parks and Recreation centers, and Group D covers 45 elevators across 27 Department of Human Services shelters. Bidders may submit for one, multiple, or all groups and must price every Contract Line Item within each group, as omitted pricing renders a bid non-responsive. Failure to submit a compliant subcontracting plan also renders a bid non-responsive.
The work is a firm-fixed-price, all-inclusive monthly rate covering inspections, testing, preventive maintenance, corrective maintenance, and break/fix service on elevators, escalators, wheelchair lifts, and other conveyance systems. The contractor must be a bona fide employee-based firm and may not use independent contractors, 1099 personnel, or non-employee labor. No reimbursement is permitted outside the monthly rate for labor, diagnostics, travel, overtime, or administrative fees. A non-guaranteed Owner-Directed Allowance of up to $300,000 per contract period covers approved Major-Repair Parts, with a markup of up to 10% only when the Contracting Officer issues prior written authorization and sufficient allowance funds exist. Rates must incorporate Service Contract Act and D.C. Living Wage Act requirements, including year-over-year wage changes. The IFB references Service Contract Act Wage Determination 2015-4281, Revision 37, dated May 14, 2026, while the separately posted attachment is Revision 39, dated August 22, 2026.
The base year runs one year from award, followed by up to four one-year option periods, for a total term not to exceed five years. Baseline condition assessments are documented on an Initial Deficiency Report submitted to the Contracting Officer and Contracting Officer's Technical Representative. Under the DGS standard provisions, late deliverables incur liquidated damages of $250 per day.
All communications must go through the OpenGov Procurement system to Vivian Moyana, Contract Specialist, at vivian.moyana@dc.gov.
