About this opportunity
The Illinois Department of Human Services, Alton Mental Health Center, is soliciting IT-side support services for its Building Automation System and generator with a proposal due date of June 24, 2026 and a contract start of July 1, 2026. The scope is exclusively computer/server, software platform stability, cybersecurity, patching, and data protection—explicitly excluding mechanical HVAC programming, field device work, and controller replacements.
Required services include BAS server and host workstation support, supervisory software and licensing maintenance, Windows/OS environment compliance, antivirus and anti-malware protection, database backup and restoration readiness, virtual machine hosting, network firewall and security configuration, and user account and credentials management with multi-factor authentication preference. The vendor must conduct quarterly OS and security patches, malware scans, and system utilization monitoring; maintain firewall and network isolation; perform annual cybersecurity reviews; implement automated daily and weekly backups with offsite and onsite storage; and manage user access controls. Support response time is 24 hours standard with critical outage response within 4 hours. All assigned personnel must pass State background checks prior to site and network access.
The contract runs one year through June 30, 2027. The vendor must comply with Illinois Department of Innovation and Technology security standards, including NIST Special Publication 800-53 Revision 5 security controls, and data center operations within the contiguous United States. Work product becomes exclusive State property. Deliverables include quarterly server health and update reports, quarterly backup verification documentation, annual cybersecurity posture reports, and semi-annual access and user audit lists.
General commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate is required, along with auto liability of $1,000,000 per occurrence and workers' compensation coverage as required by law. The contract is contingent upon appropriation by the Illinois General Assembly or continued federal funding availability, with termination for convenience on thirty days' notice or for cause immediately.
