About this opportunity

Miami-Dade County Aviation Department is requesting design-build services for the Regional Commuter Facility (D60) expansion at Miami International Airport's North Terminal, with Step 1 qualifications due October 19, 2026 and a pre-submittal briefing scheduled for September 25. This is a two-step competitive selection: Step 1 qualifies no fewer than three responsive and responsible firms to advance to Step 2 (technical and price proposals). Six firms are ineligible by prior contract or design criteria involvement: Turner & Townsend Heery LLC, Hill International Inc., HNTB Corporation, BNP Associates Inc., HP Consultants Inc., and GPI Geospatial Inc.

The scope encompasses architectural and engineering design, construction, and post-design services for a three-level terminal expansion delivering seventeen regional jet contact gates (fifteen ERJ175-capable and two reconfigured gates), hold rooms, concessions, baggage handling system upgrade, international corridors, and full infrastructure integration. Design-builders must demonstrate comprehensive technical capacity across 25 certification categories spanning aviation systems, civil and structural engineering, environmental and geotechnical specialties, mechanical and electrical systems, telecommunications, surveying, ADA compliance, and building performance evaluation. The LOQ form requires identification of the lead architect/engineer and all A/E sub-consultants with their respective certifications.

The estimated project cost is $1.062 billion, comprising $71.2 million in design, $855.9 million in construction, $92.7 million owner contingency (10%), $5.1 million permitting, $15.4 million inspections and testing, $5.9 million source removal and dewatering, $13.3 million art in public places, and $2.6 million Inspector General fees. The contract term is 2,294 calendar days from Notice to Proceed with beneficial occupancy milestones at days 1,050, 1,419, 1,964, and 2,174; liquidated damages for missed milestones range from $3,000 to $18,000 per calendar day. Design-Builders must obtain 100% performance and payment bonds, maintain professional liability insurance of not less than $20 million per occurrence and $40 million aggregate, and achieve LEED Silver and Envision Silver sustainability certifications. Questions are due October 2, 2026 at 2:00 PM. The project is subject to federal funding requirements and Davis-Bacon wage rate compliance.
