About this opportunity
The Regional Transportation District (RTD) in Denver, Colorado is requesting proposals for surface preparation and painting services at the Dayton Station light rail facility located at 4151 S. Dallas Street, Aurora, Colorado, with proposals due August 28, 2026 at 10:00 a.m. This is Phase 2 of a multi-phase painting project; Phase 1 was completed in fall 2025. The contract will be awarded on a fixed-price, best-value basis with no optional renewal periods, though RTD retains the unilateral right to extend the initial four-month performance period by up to six additional calendar months.
The scope encompasses surface preparation and high-performance epoxy coating of metal substrates including steel, galvanized metal, aluminum, and stainless steel across three primary project areas: the Plaza and Bridge, the North Tower, and the South Tower, plus the light rail platform. Work areas include light poles, tower storefronts, railings, canopies with gutters, art benches, columns, beams, rods, and decking undersides across multiple interior and exterior surfaces quantified in the architectural drawings. All coating materials must be sourced from a single manufacturer and comply with VOC emissions criteria. The contractor must retain a NACE Level 1 Inspector to verify surface preparation, coating products, and application procedures. Standard work hours are 7 a.m. to 5 p.m. Monday through Friday; night work is permitted for surfaces within ten feet of the overhead catenary system with RTD Rail Operations coordination. The contractor must furnish all equipment, waste removal, dust control, signage, barricades, and emergency response capability with 45-minute availability.
The contract is structured as fixed-price on a lump-sum basis with all costs inclusive of labor, benefits, overhead, and administration. Proposals will be evaluated using weighted scoring: cost at 50 percent, proposed approach including scheduling and sequencing at 20 percent, past relevant experience with three references at 20 percent, and staff qualifications at 10 percent. While no Small Business Enterprise participation goal has been established, proposers are encouraged to document SBE subcontracting, mentoring, joint venturing, and partnering efforts. Technical proposals may not exceed 30 pages excluding cover letters, resumes, and certifications. A non-mandatory pre-proposal briefing is scheduled for August 6, 2026 at 12:30 p.m. at the project site. The inquiry period closes August 12, 2026 at 10:00 a.m., with RTD responses due August 19, 2026. Optional oral presentations are scheduled for the week of September 14, 2026; RTD anticipates final selection by September 28, 2026.
