About this file
This is a Scope of Work (SOW) document for the Regional Transportation District (RTD) in Colorado, outlining Phase 2 of the Dayton Station Painting Project located at 4151 S. Dallas St., Aurora, CO 80014. The project encompasses comprehensive preparation and painting services for the light rail station, including surface preparation, primer application, and final paint coating of designated interior and exterior surfaces. The SOW specifies detailed work requirements across multiple areas of the station facility, with particular emphasis on quality standards, material specifications, and environmental compliance. The document establishes the framework for qualified contractors to submit proposals, though specific response deadlines, site visit schedules, bidder conferences, and award timelines are not detailed within this SOW document itself, as those details are typically contained in the associated Request for Proposals (RFP) or procurement notice.
The SOW document does not contain explicit pricing terms, set-aside information, incumbent contractor details, contract duration, or renewal options within its content. Funding sources, budget amounts, and financial requirements would be specified in the associated procurement documents or RFP package. The document focuses primarily on technical specifications, work scope, quality assurance requirements, and performance standards necessary for contractors to accurately estimate costs and prepare competitive proposals. Contractors should refer to the full procurement package and RFP documentation for complete information regarding pricing structure, evaluation criteria, payment terms, and contract administration requirements.

Dayton Station Paint Project- Version 01 3
1. Executive Summary
The project is to provide preparation and coating services to the light rail station located at 4151 S. Dallas St., Aurora, CO 800147, known as the “Dayton Station.” Phase 1 was completed in the fall of 2025.
The Contractor will: analyze existing conditions and proposed scope of services, develop a preparation and coating solution for evaluation, and execute the plan ensuring effectiveness and compliance with RTD requirements.
Objectives
• Identify existing conditions and areas to be coated.
• Develop a cost-effective, long-term preparation and coating solution.
• Ensure compliance with RTD requirements, including but not limited to working on the vicinity of high voltage OCS (overhead catenary system).
• Perform the job and guarantee the final product.
Key Responsibilities
• RTD Project Manager: Defines requirements, provides feedback, and approves the final design.
• Contractor: Conducts analysis, develops work plan, and implementation.
• RTD Construction Management: Support design team, Contractor, and coordinate with light rail Maintenance of Way (MOW).
Timeline & Budget
The project is expected to be completed within two (2) months. Efficiency and effectiveness will be prioritized throughout the implementation phase. OCS will likely be shut down during non-revenue hours in the early morning hours.

2. Scope of the Project
a. The Contractor shall work with the direction of the RTD to provide a plan for the implementation of surface preparation and coating for three areas in the station.
i. The Contractor will evaluate the provided plans and the existing conditions in the areas of implementation, as well as the provided technical specifications, and will propose amendments to the scope as necessary.
ii. The Contractor will present a work plan based on the agreed scope of work, including but not limited to:
1 Coordination with RTD Service Planning plan, 2 staging and phasing, and 3 adherence to RTD’s requirements for work adjacent to OCS.
b. Areas in the Scope of Work totaling approximately 7,600 square feet that need to be prepared and coated, as follows:
i. There are three areas of scope generically named 1) Plaza and Bridge,
2) North Tower, and 3) Platform.
ii. Area 1: Drop off plaza and pedestrian bridge.
1 Light poles: 12-foot light poles with base, does not include the light fixture on top of the pole (~96 linear feet).
iii. Area 2: North elevator tower and landing.
1 Light poles: 12-foot light poles with base, does not include the light fixture on top of the pole (~36 linear feet).
2 Elevator tower storefront: there are two elevator towers enclosed with a glass storefront system. For purposes of calculating painting areas, the design team includes all painted white elements of the tower and estimates 10 percent of the storefront area to be painted, all four sides of each elevator tower (~348 square feet).
3 Structure under roof: this is the area under the roof structure connecting the elevators to the elevated pedestrian bridge; the scope includes painting only the truss structure supporting the roof and not the underside of the roof. The design team has calculated the coverage to be equal to the area covered by the roof (~325 square feet).
4 Perimeter Beam: This is the steel beam that borders the elevators landing deck (~40 square feet).
iv. Area 3: Light rail platform.
1 4’ Railing: 4-foot railing includes the white-painted fence and post on both sides, it includes the railing on the stairs, it does not include stainless-steel grab bar or other stainless-steel elements (~255 linear feet).

2 24’ Column: These are the 24-foot-tall columns that support the canopy roof structures (~192 linear feet).
3 14.5’ Beam: These are the beams that connect the canopies’ 24-foot columns (~72.5 linear feet).
4 Elevator tower storefront: there are two elevator towers enclosed with a glass storefront system. For purposes of calculating coating areas, the design team includes all coated white elements of the tower and estimates 10 percent of the storefront area to be coated, all four sides of each elevator tower (~348 square feet).
5 8’ Railing. This is the 8-foot-tall fence at the landing of the bridge and elevators on the platform side that prevents RTD customers from direct contact with the OCS (92 linear feet).
6 Beam at Stair Landing, and 7’, 17’ and 27’ columns: This is the structural and ornamental structure supporting and framing the stair from the elevator and bridge deck to the rail platform; the light fixtures at the top of the columns are not part of the scope (~138 linear feet).
7 10’ Column: these are the two columns at the edge of the elevators landing deck that support the roof continuing over the bridge (~20 linear feet).
8 Structure under roof: this is the area under the roof structure connecting the elevators to the elevated pedestrian bridge; the scope includes coating only the truss structure supporting the roof and not the underside of the roof. The design team has calculated the coverage to be equal to the area covered by the roof (~416 square feet).
9 Decking underside: This is the area under the elevator and bridge landing concrete slab. The area to be coated is the steel concrete form that in some places presents efflorescence caused by rust. The task is to grind off all the rust areas; RTD structural engineer determined that this steel form does not have a structural function, and therefore, the rust can be removed all the way to expose the concrete. The Contractor will notify RTD if the concrete slab is compromised at this point. The Contractor will prep and coat the decking underside (~955 square feet).
10 Perimeter Beam: This is the steel beam that borders the elevators landing deck (~185 square feet).
c. Upon approval of the work plan by RTD, the Contractor shall proceed with certifying its field workers perform work in the vicinity of the OCS.

d. Coordination with RTD Rail Operations and Service Planning will be required, this may include night work to prepare and coat surfaces that are within ten feet (10’) of the OCS. If necessary RTD may reroute service to one track during the project to allow for coating on the shut track side.
e. The Contractor shall apply coating material with paint brushes or paint rollers, never applies coating with spray paint methods during RTD service hours when customers are present.
f. The Contractor shall be required to submit documents for permits where applicable with the authorities having jurisdiction.
g. Surface Preparation: The contractor will prepare surfaces for coating through approved methods, including but not limited scraping, grinding, repairing the metal surface, removing rust, and washing or wiping with solvent cleaning agent prior to coating.
h. In areas where rust has created efflorescence and the contractor has already removed the rust by abrasive methods; the contractor shall apply a rust inhibitor or reformer per specifications. Once the product has reacted with the material, the contractor may continue with priming.
i. The Contractor will prime surfaces according to specifications, industry standards or other approved method.
j. The Contractor will apply coating material based on the coating type and quality plan approved by RTD.
k. The Contractor will apply paint coats as required, typically most surfaces require at least two coats of paint.
