About this opportunity
The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement for information technology service delivery from DataBank IMX, LLC, specifically focused on data extraction and migration services for the Division of Licensing. The procurement involves a comprehensive Oracle IPM data conversion project for an electronic document management system, covering critical phases including planning, discovery, migration process development, proof of concept testing, production migration, and data validation. The project is specifically related to the division's system for managing concealed weapon or firearm license applications, photos, and supporting documentation. This procurement opportunity was posted on May 23, 2025, with a response deadline of June 16, 2025. The solicitation requires vendors to demonstrate capabilities in Oracle network data migration, with a particular emphasis on preserving proprietary data relationships and converting information to a supported format. The procurement process allows prospective vendors to provide relevant information demonstrating their ability to meet the department's unique technological requirements.
The procurement appears to be a non-competitive, single-source opportunity specifically targeting DataBank IMX, LLC as the sole authorized vendor capable of performing the required data migration services. No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly noted in the documentation. The contract is estimated to have a total value up to $100,000, with an approximate contract amount of $70,000, and is scheduled to run from execution through April 30, 2026. The existing technological infrastructure involves an Oracle IPM system used for managing licensing documentation, with the primary objective being a seamless data conversion that maintains the integrity of current records. Key approvers for this procurement include John Raymaker, Director of Licensing, and Brandee Jurkowski, Systems Programmer Administrator, who will likely play a critical role in evaluating vendor qualifications and technical capabilities. The procurement is limited to Leon County, Florida, and follows statutory guidelines for single-source procurement under Section 120.57(3) of Florida Statutes.
