About this opportunity
Dane County, Wisconsin is requesting proposals for development and implementation of a comprehensive asset management system for the Dane County Highway Department, with proposals due October 27, 2026 at 2:00 p.m. and questions due October 9, 2026. A local-vendor preference of 5 points applies to vendors located within Dane County, with 2 preference points for vendors in adjacent counties (Columbia, Dodge, Green, Iowa, Jefferson, Rock, Sauk).
The scope covers design and deployment of an intelligent, interactive asset management program tracking 14 asset categories: culverts, signs, traffic counts, bridges, local small structures, sign structures, retaining walls, storm sewer systems, driveways on access-controlled highways, guardrails and barrier walls, pavement segments and conditions, sidewalks and paths, and traffic signals. The system must support data migration from existing sources (Cartegraph, Google Maps, HSI, Access databases, and Mylar sheets) into a unified ArcGIS environment, along with dashboard development, workflow configuration, and field data collection capabilities.
Pricing is structured as lump-sum line items with 14 separate line items covering dashboard development and individual asset category systems. No specific contract award amount is stated. Site visits are available upon request through the procurement officer. Responses must be submitted electronically via the County's eProcurement Portal.
Evaluation allocates 105 total points: firm experience and capabilities (25 points), project understanding and approach (20 points), cost (20 points), data collection methodology (15 points), project team and resumes (10 points), project schedule (10 points), and local vendor preference (5 points). The County reserves the right to negotiate final contract terms with the highest-scoring proposer and may conduct oral presentations with top-ranked candidates. Insurance requirements include Commercial General Liability of at least $1,000,000 per occurrence and Workers' Compensation at Wisconsin statutory limits. Invoices are limited to one per month, with payment within 30 days of receipt.
