About this opportunity

The Illinois Department of Transportation (IDOT), District 6, is conducting an Invitation for Bid (IFB) procurement to purchase stream mitigation credits from a vendor approved by the United States Army Corps of Engineers (USACE). The procurement seeks 2,835 stream mitigation credits from an approved mitigation bank or in-lieu fee program located within the Sangamon River Wetland and Stream Mitigation Service Area for Prairie Creek to offset channel impacts associated with proposed roadway and bridge improvements on Illinois Route 97 under Contract 72097. All credits must comply with stream impact mitigation permit requirements established by USACE for impacts to waters of the United States under Section 404 of the Clean Water Act. Vendors must submit documentation verifying approval of the mitigation bank by both USACE and the Illinois Department of Natural Resources (IDNR), along with supporting documentation confirming the availability of required credits. The evaluation will be based on cost per credit, with awards made sequentially to responsive and responsible bidders offering the lowest prices until the maximum requested credits are fulfilled; individual bids may be partially awarded. Bids must be submitted exclusively through the BidBuy electronic system by April 21, 2026, and must remain firm for 180 days from opening. Questions regarding the procurement may be submitted in writing to the information contact no later than seven days before the bid opening date (April 14, 2026), with responses posted as bid amendments on BidBuy.

There are no minority contractor, women-owned business, small business, or other set-asides identified for this procurement. The contract does not allow subcontracting, and all services must be performed in the United States unless otherwise disclosed. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with auto liability insurance of $1,000,000 per occurrence and workers' compensation insurance as required by law. The contract has an initial term commencing upon execution and ending December 31, 2027, with a maximum total term not to exceed ten years and no renewal options available. A $15 fee is required for contracts valued at $1,000 or more under the Minority Contractor Opportunity Initiative, to be deducted from the vendor's first payment. No bid or performance bonds are required for this procurement. The estimated contract price is not specified; pricing will be entered by the State prior to contract execution based on the lowest cost per credit, with funding provided through STP Roadway Funds and expected partial or total federal funding to be disclosed upon notice of award.
