About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Traffic Operations, is procuring one D5 Mast Arm Pole through Request for Bid (RFB) 605 2200000178, a rebid of the original RFB 2200000079, on behalf of Bath County. The procurement seeks a single 21.5-foot mast arm pole with dual 35-foot arms positioned at 0 degrees and 90 degrees, designed to support traffic signal equipment and overheight detection structures. The pole must comply with the Kentucky Transportation Cabinet's 2019 Standard Specifications for Road and Bridge Construction, including Section 835.07 specifications for mast arm poles, and must be designed to support custom arm attachments weighing 500 pounds each with dimensions of 102.3 inches in length and 36 inches in width. The design must accommodate structural loads including a maximum axial load of 5,542.65 pounds, maximum shear of 1,610.98 pounds, and a calculated moment of 71.49 kip-feet, based on AASHTO 6th Edition (2013) standards with a basic wind speed of 90 mph. All hardware, including stainless steel bolts and a four-by-six-inch arc flash warning sticker, must be galvanized or otherwise protected from rust, and bidders must submit detailed pole drawings and calculations within fifteen business days following contract award for Division of Traffic Operations review. Award will be based on best value scoring with price weighted at 95 points and delivery weighted at 5 points, with delivery required within 120 calendar days from receipt of delivery order on an F.O.B. Destination Freight Prepaid and Allowed basis, and late delivery penalties of one percent per day will apply. Bids are due electronically through the Kentucky eProcurement system by 1:30 p.m. Eastern Time on October 18, 2021, with written questions due by October 8, 2021, at 4:00 p.m., and a tentative award date of November 19, 2021.
Kentucky resident bidders are eligible for reciprocal preference equal to preferences given by other states, and qualified bidders including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities (15 percent preference) receive statutory set-aside advantages. All bidders must be registered in the Commonwealth eProcurement System prior to bid submission, with registration requiring 24-48 hours for completion, and all bids must remain valid for a minimum of 45 calendar days after the closing date. Bidders must comply with the Annual Affidavit for Bidders, Offerors and Contractors, certifying compliance with Kentucky campaign finance laws, proper registration with the Kentucky Department of Revenue for sales and use tax collection, non-delinquency on state taxes and fees, and non-participation in boycotts of jurisdictions maintaining open trade relationships with Kentucky. The solicitation documents do not identify an incumbent vendor or current contractor for this one-time purchase, nor do they specify a contract award value or budget range, with pricing to be determined through competitive bidding. The pole will be delivered to KYTC District 5 in Jefferson County, Louisville, Kentucky.
