About this opportunity

The Maryland Department of Transportation State Highway Administration is requesting bids on roadside tree-line spraying services for District 1 (Dorchester, Somerset, Wicomico, and Worcester Counties) under IFB D1SPRY29SB, with bids due August 6, 2026 at 2:30 PM and questions due July 30 at 4:00 PM. This is a Small Business Reserve procurement restricted to Maryland-certified small businesses; bidders must affirm qualification under Maryland State Finance and Procurement Article 14-501(c) and provide their small-business qualification number.

The scope includes high-volume herbicide application using a two-person crew (foreman and laborer), a 400-gallon truck-mounted spray unit with boomless spray system, backpack sprayers, and an ATV-mounted application system. Work will be performed using primarily Krenite S herbicide applied in late summer and early fall across highway roadsides in the four named counties. Bidders must demonstrate three years of tree-line spraying experience, hold a valid Maryland Department of Agriculture license and MD Licensed Tree Expert Certification, be registered with the Maryland State Department of Assessments and Taxation to conduct business in the state, hold a valid Commercial Driver's License if applicable, and provide their own employees and equipment. Commercial General Liability insurance of $1 million per occurrence / $2 million aggregate and Workers' Compensation coverage of $1 million per occurrence are required.

The maximum contract value is $50,000 for a 24-month base period with no renewal options, commencing approximately August 20, 2026. Pricing is for labor and equipment only, totaling 170 hours of productive crew work; unit rates exclude travel time, equipment repairs, idle time over 15 minutes, and weather delays. The state will provide water, herbicides, spray adjuvants, wetting agents, and traffic control and protection vehicles. Award goes to the responsive, responsible bidder offering the lowest price. No MBE, DBE, or VSBE subcontracting goals apply. A public bid opening will occur August 6, 2026 at 2:30 PM. No site visits or pre-bid conferences are required.
