About this opportunity
The Illinois Department of Transportation (IDOT) is requesting sealed bids for pickup and disposal of tires and scrap rubber throughout District 1, with bids due June 18, 2026. The vendor must hold a Registered Commercial Used Tire Transporter permit from the Illinois Environmental Protection Agency and cannot subcontract services — a core eligibility gate.
The scope covers tire and scrap rubber removal from 28 IDOT maintenance yards across Cook, Lake, DuPage, Will, Kane, and McHenry counties. The vendor must provide and maintain 84 lockable dumpsters (three per yard, 10–20 cubic yards each) with UV-protected, impact-resistant covers. Service is on-call: the vendor must respond within seven calendar days of notification, confirm availability 24 hours before pickup, and complete pickups within ten calendar days of authorization. Pickups occur Monday through Friday between 8:00 a.m. and 2:00 p.m. Dumpsters must be delivered within 21 days of contract execution. All disposal facilities must comply with Title 35 of the Illinois Administrative Code and Subtitle D of the Resource Conservation and Recovery Act; tires cannot be transported outside Illinois.
The contract term runs from final execution through June 30, 2029, with a maximum total term not exceeding ten years including renewals or extensions. Pricing is estimated and established through BidBuy Purchase Order; award goes to the lowest responsive and responsible bidder bidding all line items. The vendor must maintain General Commercial Liability insurance ($1 million per occurrence / $2 million annual aggregate), Auto Liability insurance ($1 million per occurrence), and Worker's Compensation Insurance as required by law, naming the State as additionally insured.
Vendors may claim Illinois Business Preference and Domestic Product Preference with supporting documentation. Bid submission requires sealed envelopes, Vendor Disclosures Form A, the Offer to the State form, and evidence of qualifications and insurance. No Federal funds are designated for this contract. The contract is contingent on appropriation availability and subject to termination for cause, convenience, or insufficient appropriations.
