About this opportunity
The Madison Metropolitan Sewerage District (MMSD), located in Dane County, Wisconsin, is seeking a qualified consultant to conduct a comprehensive cybersecurity assessment and planning project. The procurement targets a consultant to perform a thorough evaluation of both administrative (IT) and operational technology (OT) networks within their wastewater treatment infrastructure. Specific deliverables include developing cybersecurity resilience programs, creating incident response plans with ransomware-specific protocols, conducting workshops and tabletop exercises, and generating detailed reports with actionable recommendations. The project scope encompasses approximately 25 wireless access points, four Windows Server versions, mixed internal and external firewalls, and OT network infrastructure. Required qualifications include experience with operational technologies in wastewater environments, ability to select appropriate cybersecurity frameworks (such as NIST CSF), and capability to ensure data residency compliance within US and Canadian territories.
The RFP allows for teaming arrangements but prohibits subcontractors for security reasons, indicating a selective procurement approach. No specific incumbent vendors are mentioned, and the contract appears to be a single-award opportunity. Proposals must be electronically submitted by 11:00 AM on June 12, 2024, to Laurie Dunn at LaurieD@madsewer.org, with questions due by May 8, 2024, and potential clarification answers published by May 10, 2024. While specific budget details are not explicitly stated in the available documents, the district serves approximately 429,000 people across 24 communities and operates significant infrastructure including 145 miles of pipe, 18 regional pumping stations, and the Nine Springs Wastewater Treatment Plant. The evaluation process will consider consultant qualifications, project references, experience descriptions, strategy and work plans, and cost details. The District reserves the right to reject any or all proposals and is federal and state tax exempt.
