The County of Orange Sheriff-Coroner is issuing an Invitation for Bid (IFB #IFB-060-3028102-SC) for a Cyber Intelligence Platform designed to protect critical law enforcement systems including dispatch, records management, investigative databases, and regional information sharing from ransomware and credential-based compromise threats. The procurement seeks a comprehensive subscription-based software platform with capabilities including dark web monitoring, employee and customer data breach detection, stealer malware and botnet tracking, phishing detection, mobile application monitoring, threat investigation tools, vulnerability intelligence, customizable alerts, malware analysis, threat hunting rules, threat actor intelligence, ransomware intelligence, and supply chain intelligence. Deliverables include eight line items specifying user access licenses, threat investigation credits, supply chain vendor monitoring, black market credential data removal credits, brand protection keyword monitoring, dark web monitoring capabilities, and additional user seats. The contract is structured as a three-year firm fixed-fee arrangement with two optional one-year renewal periods subject to mutual written agreement and County Board of Supervisors approval. The County will award the contract to the lowest responsive, responsible bidder, with bids submitted exclusively through the County's electronic eProcurement Portal at https://procurement.opengov.com/portal/ocgov by March 26, 2026 at 4:00 PM, with a question submission deadline of March 23, 2026 at 4:00 PM. The contract requires comprehensive insurance coverage with minimum limits of $1,000,000 for commercial general liability, automobile liability, network security and privacy liability, and technology errors and omissions coverage. Contractors must provide labor and material payment bonds and performance bonds with penal sums determined based on the contract price, and must guarantee that quoted prices are equal to or less than those offered to other local, state, or federal government entities for equal or lesser scope services. No price increases are permitted during the first year of the contract, with any subsequent adjustments requiring documented proof of cost increases and a minimum of 30 days' advance written notice. The specific contract award value and pricing details are marked as TBD pending bid evaluation.
