About this opportunity

Mecklenburg County is requesting qualifications from engineering firms to provide HVAC commissioning services for two projects—Revolution Park Sports Academy and Hal Marshall Center—with submissions due November 5, 2026 at 2:00 p.m. Firms must hold North Carolina engineering licenses and demonstrate experience providing commissioning services in accordance with ASTM standards, the North Carolina State Building Code, and Mecklenburg County Code Enforcement Standards.

Selected firm(s) will serve as independent third-party HVAC commissioning agents during design and construction phases. Firms may submit a single combined Statement of Qualifications for both projects or separate project teams within one SOQ package.

Addendum #1 (issued October 9) clarified acceptable professional certifications. While the original RFQ listed three preferred certifications—CPMP (ASHRAE), CxAP/CAP (University of Wisconsin-Madison), and CxA (ABC Commissioning Group)—Mecklenburg County will accept additional commissioning certifications including CCP (ANSI National Accreditation Board), EBCP (Association of Energy Engineers), and CBCP (Association of Energy Engineers). Prospective contractors must indicate their project selections on Form 1 (Qualification Package Cover Sheet) in the complete RFQ.

Submissions should be directed via email notification of interest to LaElaina Taylor at LaElaina.Taylor@mecklenburgcountync.gov. An inquiry deadline of October 29, 2026 at 2:00 p.m. applies. The complete RFQ is available upon request. Alternate formats are available for persons with disabilities by calling 980-314-2432.
