About this opportunity

The State of Illinois, through the Illinois Environmental Protection Agency (EPA), is seeking to procure a bench top Cold Vapor Atomic Analyzer (CVAA) instrument to be used for the analysis of Mercury in environmental samples. The agency has issued a Request for Quote (RFQ) for a system that meets detailed technical specifications, including an autosampler, data system, software, manuals, warranty, and support. The system must be capable of meeting the Method Reporting Limit (MRL) criteria specified for EPA Methods 245.1, 7470, and 7471. Quotes are due by June 5, 2019 at 8:00 AM CST, and the winning vendor will be selected based on the lowest total bid for all required products and services. The system must be delivered and installed within three weeks of the award, and all quoted prices must be valid for 30 days, including shipping and handling charges.

The RFQ does not specify any set-aside designations or restrictions on the types of organizations that can respond. The agency reserves the right to reject any or all offers, award by item or in total, and waive minor defects. The agreement is contingent upon the availability of sufficient funds, and the agency or the vendor may terminate or suspend the agreement due to lack of funding. The vendor must provide a list of at least three references for similar environmental analysis instruments, but no incumbent vendors or current contractors are listed.
