About this opportunity

The County of Orange, California, acting through John Wayne Airport's Public Affairs Department, is soliciting competitive bids for customized printed banners, signs, and window and wall graphics through an electronic bidding process via the County's eProcurement Portal. The procurement seeks qualified vendors to supply custom-printed promotional items including step-and-repeat backdrop banners with frames (10 feet wide by 8 feet high), economy retractable banner stands (33.5 inches wide by 79 inches high), vinyl window decals in 12-inch by 12-inch and custom sizes, and installation and removal services for decals on 49 sliding doors throughout the airport terminal. All deliverables must be new, ready-to-use items shipped in factory-approved packaging, with artwork and graphics provided by the airport. Bidders must submit firm fixed-price bids on a unit-cost basis for each line item separately, with no all-or-none bids accepted unless determined to be in the County's best interest. The County will award the contract to the lowest responsive and responsible bidder based on price and compliance with solicitation requirements. Electronic bids must be submitted by February 13, 2026, at 4:00 PM (IFB #280-2972103), with all questions and requests for clarification due by Friday, February 6, 2026, before 4:00 PM through the portal's Question & Answer section. Bid validity extends for 365 days following the closing date.

The County offers price preferences for certified small businesses and disadvantaged veteran enterprises: Orange County Local Small Business (OCLSB) certified bidders and Disabled Veteran Business Enterprise (DVBE) certified bidders are eligible for a 5% price preference in evaluation (up to $100,000 maximum deduction), while businesses certified as both OCLSB and DVBE receive an 8% preference. If OCLSB or DVBE subcontractors are used, they must represent at least 20% of the total bid amount. The awarded contractor must provide a Certificate of Insurance, W-9 Form (or 587/590 for out-of-state vendors), a valid D-U-N-S number, and a valid Unique Entity Identifier (UEI) number, and must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Employers Liability Insurance ($1,000,000 per accident or disease). The contract will be firm fixed-fee with an initial three-year term, renewable for two additional one-year periods at mutual written agreement of both parties subject to County Board of Supervisors approval, with no price increases permitted during the first contract term. The solicitation does not identify a specific budget range or award value; however, pricing must include all fees, shipping, freight, transportation, travel, and taxes. The County reserves the right to reject any or all bids, make multiple awards, request samples for equality determination, and negotiate with the lowest responsive and responsible bidder, and all bids are subject to California Public Records Act disclosure.
