About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Council on Postsecondary Education, is seeking quotes for the supply, installation, and delivery of custom blackout blinds through Request for Quotation (RFQ) 758 2200000172. The procurement consists of two line items: nine units of custom blackout roller blinds measuring approximately 85.5" wide by 78" long and one unit measuring approximately 113" wide by 78" long, all to be installed at 100 Airport Road in Frankfort, Kentucky. The blinds must be cordless, top-mounted with valance, constructed of vinyl, and available in black or dark gray color. Vendors must conduct a mandatory site visit to confirm exact window measurements by contacting Kara Couch at (502) 892-3020, as vendors are responsible for verifying all measurements. All bids must include costs for delivery, installation, and travel, with quotations submitted electronically through the Kentucky eProcurement system by April 11, 2022, at 1:30 PM ET. Written questions must be submitted by April 4, 2022, at 10:00 AM ET. Award will be made on a best value basis using weighted criteria of 90 points for price and 10 points for delivery, with a preferred delivery date of June 30, 2022; earlier delivery receives bonus points in evaluation. Vendors must bid all line items or their bid will be deemed non-responsive, and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders receive reciprocal preference against nonresident bidders from states that provide their own residents preferences. Qualified bidders including Kentucky Correctional Industries (eligible for 20 percent preference) and designated nonprofit agencies serving individuals with severe disabilities (eligible for 15 percent preference) may receive point preferences upon submission of appropriate affidavits. All vendors must be registered in the Commonwealth eProcurement System prior to submission and must complete required documentation including Revenue Form 10A100, certificates of authority for foreign entities, and applicable affidavits before contract award. Quotations must be F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping costs. No specific contract award value or budget range is disclosed in the solicitation documents. The Commonwealth reserves the right to request supporting documentation and updated affidavits at any time, with non-compliance resulting in contract termination and other available legal remedies.
