About this opportunity
The Accotink Gravity Sewer Improvements project is a pre-qualification procurement initiated by the Fairfax County Department of Public Works and Environmental Services, targeting construction of significant wastewater infrastructure. The project encompasses approximately 15,000 linear feet of new interceptor sewer utilizing both open cut and trenchless construction methods, along with various junction structures to regulate flow between existing and new interceptors. Additionally, the project includes approximately 8,000 linear feet of cured-in-place lining for existing interceptors. Prospective contractors must demonstrate at least 10 years of experience as a construction contractor, possess a Virginia Class A contractor's license, and have completed a minimum of three similar gravity sewer projects valued at $40 million or more within the past seven years. Key evaluation criteria include contractor experience with trenchless pipe installation and rehabilitation of existing pipe infrastructure. A non-mandatory pre-qualification meeting was held via Microsoft Teams on February 13, 2025, at 10:00 AM, with pre-qualification applications due by 1:00 PM on February 27, 2025. Construction bids are scheduled for receipt in May 2025, with a projected contract award in July 2025 and anticipated construction start in August 2025, spanning an estimated 36-month duration.
The project requires compliance with the Fairfax County Prevailing Wage Ordinance and mandates contractors demonstrate the ability to obtain necessary performance and payment bonds. While specific Minority Business Enterprise (MBE) or Disadvantaged Business Enterprise (DBE) requirements were not definitively outlined in the pre-qualification documents, such requirements are expected to be specified in future bid documents. Subcontractors are not required to provide pre-qualification documentation, and no Project Labor Agreement will be implemented. The estimated construction cost ranges between $40 million and $50 million, representing a significant infrastructure investment. Contractors must provide documentation of safety programs and quality control procedures as part of their pre-qualification submission. Financial statements will be requested on an as-needed basis, and organization charts should only include the division responsible for project construction. Interested contractors must be prepared to demonstrate technical capability, financial stability, and extensive experience in large-scale municipal infrastructure projects.
