About this opportunity

The City of Philadelphia is requesting quotes on curb stops and service line fittings for various City departments and agencies, with quotes due August 5, 2026 at 10:30 a.m. through PHLContracts portal. A Local Business Entity (LBE) preference of 10 percent applies to bids of $1 million or less; a 5 percent preference applies to higher amounts.

The scope covers curb stops and service line fittings across three manufacturer categories: Mueller, McDonald, and Smith-Blair. Pricing will be quoted as a discount from each manufacturer's current published list price, with the discount remaining firm for the entire contract period. All parts must carry the original equipment manufacturer's warranty commencing upon City acceptance. Delivery is to Central Stores at 29th & Cambria Streets, Philadelphia, generally on an as-needed basis with a standard 30-day delivery timeframe.

The contract runs for an initial 12-month term from award date with options for the City to renew for up to four additional one-year periods at its sole discretion, plus potential extensions of up to three months at the beginning of each renewal period. This is a requirements contract with no minimum quantity guaranteed. Award will be made to the lowest responsive and responsible bidder, either in whole or by category.

Bidders must enroll in the City's Annual Bid Security Program ($100 non-refundable annual fee) and pay a $25 non-refundable Bid Processing Fee per quote. Performance Security of $25 is required. Bidders must submit a signed Consent and Authorization Agreement, representative sections of price lists, three customer references, documentation of prior City contracts if applicable, and compliance documentation including slavery era records certification and workforce demographic information. Philadelphia's Chapter 17-1300 minimum wage of $16.82 per hour (effective July 1, 2025) applies, with annual CPI-indexed escalation thereafter. General Liability and Automobile Liability insurance of $1 million per occurrence each are required, naming the City as additional insured. The City is exempt from federal excise, transportation, and Pennsylvania sales taxes; quotes must be net and exclusive of taxes.
