Sacramento County is soliciting bids for the Curb, Gutter, and Sidewalk Replacement Project 2023 (Contract #4614), a comprehensive infrastructure improvement initiative spanning various locations within Sacramento County. The project requires a General Engineering Contractor (Class A) license and involves furnishing labor, materials, equipment, and incidental work to remove and replace damaged concrete infrastructure, including sidewalks, curbs, gutters, and sidewalk ramps. Specific deliverables include removing and replacing approximately 7,450 square feet of PCC sidewalk, 2,050 linear feet of PCC curb and gutter, and 660 tons of aggregate base, along with associated asphalt concrete work and tree removal. Bid submissions are due electronically on April 25, 2024, at 2:00 pm through the Sacramento County Electronic Bidding Portal, with bid questions accepted until April 11, 2024, and responses provided by April 18, 2024. Contractors must submit a bid guarantee of at least 10% of the total bid amount and be registered with the Department of Industrial Relations. The project has a completion time of 45 working days, with a daily penalty of $2,000 for exceeding the specified working days.
The procurement opportunity involves federal-aid requirements, including compliance with Title VI Non-Discrimination Assurances and FHWA Form 1273 contract provisions. While no specific set-aside designations for disadvantaged enterprises are explicitly stated, the contract emphasizes non-discrimination requirements across race, color, national origin, age, sex, and disability. Insurance requirements include $3,000,000 in general liability coverage and $2,000,000 in automobile liability coverage. The estimated construction cost is $600,000, with unit price bidding used as the procurement method. Contractors must provide payment and performance bonds for 100% of the contract price and comply with prevailing wage requirements. The project covers multiple districts within Sacramento County, with the County reserving the right to increase, decrease, or omit portions of the work as needed.
