About this opportunity

The Dormitory Authority of the State of New York (DASNY) is soliciting bids on behalf of CUNY John Jay College for building envelope restoration and asbestos abatement at Haaren Hall, a historic six- and seven-story structure at 899 10th Avenue, Manhattan, with bids due October 8, 2026 at 2:00 PM and a pre-bid meeting scheduled for September 21, 2026 at 10:00 AM. Execution of a Project Labor Agreement (PLA) is mandated as a condition of contract award for the successful bidder and all subcontractors of every tier — a decision-flipping requirement for non-union or non-PLA-signatory firms.

The scope encompasses facade restoration across all building elevations, courtyards, annex, tennis court enclosure, and roof levels, including terra cotta crack, spall, and glaze repair; terra cotta unit replacement at gables, window lintels, water table, and torch coping stones; brick masonry replacement and repointing of brick, stone, terra cotta, and glass block; stone and concrete crack and spall repair; EIFS patch repair and stucco reinstallation; sealant joint replacement at stone steps, cast stone, EIFS, and granite panels; window glass replacement; and miscellaneous metal work (surface preparation and coating of exposed steel lintels, spandrel beams, window bars, and railings, plus railing re-attachment and roof railing replacement). Asbestos abatement is limited to removal and disposal of asbestos-containing glazing compound at five window openings by a licensed contractor under third-party monitoring; lead-containing coatings on metal flashing, window frames, sills, grates, handrails, and terra cotta at the first-floor entrance are to be handled per DASNY specifications. The contract includes base bid quantities and a schedule of unit price items.

Subcontracting participation goals are 18% Minority Owned, 12% Women Owned, and 6% Service Disabled Veteran Owned, with a 45% Equal Employment Opportunity goal. Bidders must demonstrate a minimum of five years of experience in similar work and submit documentation of five comparable projects completed or substantially completed within the last ten years. The estimated cost range is $2.4 million to $2.8 million; contract term extends through December 31, 2027. Contract documents are available through Camelot Print and Copy Centers' online planroom at www.camelotplanroom.com.
